This row describes traits common to legacy on-premises video management deployments rather than any one vendor's product, and specifics vary by system, which is why the cells say so where it matters. Give the category its due first, because plenty of these systems are not the problem. A well-run VMS records every camera, keeps the footage for as long as the policy says, and hands an operator clean playback. It runs on your own servers under your own control, it does not depend on anyone's cloud, and if the requirement genuinely is a dependable archive then replacing it is a solution looking for a problem. Most estates that upgrade do so because something else changed, not because the recorder failed.
The first reason is that the archive stops being the product. Recording answers what happened, once somebody knows where to look and has time to look. It does not tell you that a dock trailer has been sitting for forty minutes, that a fire door was propped at 02:00, that PPE compliance drops on the night shift, or that the same vehicle has circled the lot three times this week. Those are questions asked of footage that already exists, and the difference between a system that records them and a system that notices them is the entire upgrade case.
The second is what the estate costs to run. Per-channel perpetual licences plus servers, storage and maintenance in every building is a capital cycle that repeats, and each site is administered on its own. That is manageable at one location and compounds at twenty. The third is investigations: manual scrubbing and clip export is a workflow measured in hours, which is the number most teams quote when they finally build the business case.
If the requirement is a dependable archive, a well-run VMS already meets it. The upgrade case is only real when somebody needs the video to answer a question nobody has time to go looking for.

Eagle Eye Networks is a cloud video management system that connects to virtually any ONVIF-conformant camera and digitises analog feeds through analog-ready Bridges and CMVRs, then layers cloud analytics on top of the estate. Its documentation names ONVIF Profile S and dual codec streaming as the integration path.
Verkada is a cloud-managed platform that sells its own cameras, access control, sensors, alarms and intercoms under one console, and publishes per-device MSRPs, which is unusual in this market. Third-party cameras come in through Command Connector, which Verkada states is an ONVIF Profile S conformant client and can also ingest RTSP feeds.

Separate these before you shop, because they lead to different vendors. If the servers are out of support, storage is full and multi-site administration is the pain, you are modernising the recording layer and Milestone, Genetec and Eagle Eye are the list. If recording is fine and nobody has time to watch or search it, you are buying intelligence on footage you already capture, and that is a software layer above the cameras.
Usually not, and this is the most expensive assumption to get wrong. Spot AI takes any ONVIF or RTSP camera plus legacy analog through the Intelligent Video Recorder. Time one. Pick a real incident, hand it to whoever normally handles it, and measure from question to exported clip. That number is your baseline and it is the easiest part of the business case to defend. Manual scrubbing is typically measured in hours; the platforms here compete on search, and one named customer cut the same job from two hours to thirty seconds.
Per-site administration is fine at one location and becomes the whole job at twenty. Ask each vendor what a single operator sees across the estate, how a new site is added, and who applies firmware and updates. This is where per-channel perpetual licensing plus servers in every building stops being a licensing question and becomes a headcount question.
Traditional VMS pricing is usually quoted through an integrator, which makes comparison slow. Verkada publishes per-device MSRPs. Milestone, Genetec, Eagle Eye and Spot AI quote. Whatever you compare, insist on a three to five year number that includes servers, storage, licences, maintenance and the labour to run it, because a perpetual licence looks cheapest exactly until you add the rest of the estate.
